Welcome to the home page for the British Columbia Field Lacrosse Officials Association. This page will be used to publish the current membership of the BCFLOA as well as to post updates as to the changes and proceedings of our Association. You will also be able to find updates to the ILF rule book as they take place.
The head of the BCFLOA is David Goulet. This position came through the British Columbia Lacrosse Officials Association where in 1994 David was asked to fill the position of Vice-Chair for Field Lacrosse Officials in the BCFLOA hierarchy. Through this position David has expanded his role from being figurehead of a nonexistent association to being responsible for recruiting, development, education, promotion and occasionally getting out to referee a game. David's credentials include officiating in the Gold medal games of two Canadian Championships, four Provincial Championships, as well as numerous invitations to out of Province tournaments.
The BCFLOA has grown from a mere five Officials one year ago to a healthy fifty certified Officials in 1996 with interest growing. The BCFLOA also has eight Officials currently certified under USILA rules many of who participated in the PNCLL this spring.

1996 MEN'S FIELD RULE CHANGES
as per the International Lacrosse Federation
1 - FACEOFF
- The referee will place the ball on the ground.
- Both players take their position at the same time.
- The crosses must be on the ground, parallel to the line, up to but not touching the ball.
- The heads of the sticks must match up, gloves must touch the ground, and the crosses may not touch.
- The referee signals the players to "set" and the players must hold their position until the whistle is blown.
2 - FOULS BEFORE A FACE-OFF
- Regardless of whether it is a technical or personal foul, the ball is awarded to the offended team at centre. The players are released from the restraining areas immediately.
3 - FOUL PRIOR TO THE GAME/AFTER A GOAL/END OF A PERIOD
The ball is awarded to the offended team at centre.
4 - BLEEDING
- A player who is bleeding, or has blood evident on equipment or uniform, must leave the field of play. The player may not re-enter the game until the wound is covered or the evident blood is removed or disinfected.
5 - INTERRUPTED MATCH
- - After a delay due to weather conditions, warm-ups will be allowed as follows:
- - a delay of less than 30 minutes - 10 minute warm-up
- - delay of 30-60 minutes - 15 minute warm-up
- - delay of more than 60 minutes - 20 minute warm-up
- - warm-up can be less if coaches mutually agree
6 - FIELD MARKERS
- - Only flexible cones or pylons may be used as field markers.
7 - STICK LENGTH
- - Legal stick lengths are defined as:
- - 40" - 42" (short crosse)
- - 52" - 72" (long crosse)
- - A team is allowed a maximum of 4 long crosses (not including the goalkeepers crosse) in the game when the ball is live.
8 - PERIOD TIME
- - Period time is reduced to 20 minutes from 25 minutes.
9 - ALTERCATIONS
- - The third man into a fight is expelled from the game.
- - When a fight occurs the referees shall tell the team players and personnel to remain on the benches, (i.e. freeze the benches). Any player or other person who enters the field after the benches are "frozen", may be expelled from the game.
10 - SUBSTITUTION
- - The player entering the field of play through the gate must give way to the player leaving the field.
